Fernando
Morales, Capacity Building Program Coordinator
Fernando Morales is currently the Capacity Building Program Coordinator
for the Healthy Latino Families and Communities Project at LCS, Inc. The
program is a statewide initiative with a focus on Latino youth and families
at risk, with an emphasis on building capacity to Faith Based and Grassroots
organizations to address issues related to HIV infection, treatment as
well as substance abuse. Within LCS, Inc. he also served as the Outpatient
Supportive Services Administrator, which encompassed administrative oversight
of the Ryan White Title I program, which included Transportation, Substance
Abuse/Mental Health and Home Health Care for clients infected or affected
with HIV/AIDS. In addition, he also served as the Air Bridge Program Coordinator,
for the Air Bridge Program, a statewide initiative that entailed working
in collaboration with Puerto Rico and New York, in maintaining continuity
for participants that were HIV/AIDS and were relocating to and from Puerto
Rico, Connecticut and New York.
Previously, he was the Program Director of a Research project with the University
of Connecticut and the National Institute on Drug Abuse, with an emphasis
on Substance Use and HIV co-infectivity. His knowledge and experience earned
him an invitation to Yaroslavl, Russia through the Lindsi-Smith Center,
to implement policy change and the opening of Harm Reduction Programs as
well as building capacity to incorporate HIV counseling and testing throughout
the city. Recently, Fernando worked for the University of Connecticut Health
Center/Correctional Managed Health Care in their HIV Prevention Program,
in collaboration with the Department of Corrections as a Substance Abuse/HIV
Counselor. Continued
