Project Objectives
• Expand participation of grassroots, faith- and community-based
   organizations in addressing issues related to the HIV infection and
   treatment as well as substance abuse.
• Strengthen the organizational competencies of participating
   organizations in the areas of:
• Cultural and Linguistic Competence
• Financial management and sustainability
• Agency leadership and management
• HIV Programs and Services, including best practices
• Human resources
• Community relations, engagement and collaborations
• Board of Directors/Governance
• Program Evaluation and Outcome measurement
